Changes to Schools licensing for Microsoft Windows Server - Starting 1 January 2026


Currently the Ministry of Education centrally funds unlimited Microsoft Windows server licenses on behalf of all state, state-integrated schools and Kura.

Historically this arrangement provided excellent value for money when most schools had servers requiring Microsoft licenses, however we have seen a significant shift towards cloud based alternatives.

The Ministry recognises that there are some schools still dependent on licenses for certain applications that aren’t yet available as a cloud alternative or your school have not migrated to them, so funding will continue for Microsoft Windows Server licenses for 2026 for schools with such requirements. As a result, schools will now be licensed for individual servers rather than relying on the former unlimited licensing approach.

To access and use these funded Windows Server licenses in 2026, schools must apply and complete this registration form by 03.10.2025.

The following information is required to assist with understanding Microsoft Windows Server license utilisation and future planning at your school and to ensure compliance with Microsoft licensing rules.

Changes to M365 User Licensing - starting 1 January 2026


The Ministry will no longer be funding the full M365 A5 Unified SKU which included Power BI Pro and Teams Calling services.

Schools can purchase additional Microsoft 365 services directly from Cyclone using the negotiated Ministry discounted pricing for:

  • Power BI Pro
  • Teams Calling
  • M365 A5 Unified*
